During the last two weeks of July 2012, the Mpumalanga Gambling Board (“the Board”) held three public hearings, in Nelspruit, Secunda and Kwamhlanga, in respect of the proposed amendment to the casino licensing policy.
The hearings afforded members of the public an opportunity to express their views on the proposed policy amendment. Oral and written submissions from members of the public were invited for consideration by the Board. Also in attendance were the existing casino operators in the Province.
In 1996, the MGB adopted a policy of demarcating the Mpumalanga Province into four zones, with one casino licence allocated to each zone, for the purpose of the licensing of casinos. Three casinos were subsequently licensed in line with this policy in Zones 1 (The Ridge Casino), 2 (Graceland Casino), and 3 (Emnotweni Casino).
The fourth zone was in the Escarpment covering the northwestern part of the Province and also covering the former cross-border municipalities.
Due to the re-demarcation of provincial borders, the re-zoning of the province into three (3) district municipalities and different economic developmental nodes in the province, the MGB decided to review the casino licensing policy to allow for casino licence applications at any location within the Mpumalanga Province.
